DEA Adds Sodium Permanganate to List II Chemical Precusors

Tuesday 14 November 2006 at 12:00 am US FlagDEA LogoOn October 17, 2006 the U.S. Drug Enforcement Agency (DEA) added sodium permanganate to its List II chemical precursors, as the chemical is directly substitutable for potassium permanganate in the illicit manufacture of cocaine. As of December 18, 2006 handlers of sodium permanganate shall be subject to Controlled Substances Act (CSA) chemical regulatory controls including recordkeeping, reporting, and import/export requirements. This rule establishes thresholds of 55 kilograms for domestic transactions and 500 kilograms for international transactions. Quantities above these thresholds within a given month are considered regulated transactions. Mixtures, containing greater than 15% of this material are regulated unless specifically exempted.

EPA Modifies TSCA 12(b) Export Notification Requirements

Tuesday 14 November 2006 at 12:00 am US FlagEPA LogoThe U.S. Environmenatal Protection Agency has made certain amendments to the Toxic Substance Control Act (TSCA) relating to the section 12(b) export notification requirements. The first change involves the notification frequency. The current annual notification has been changed to a one-time notification for a chemical on which the EPA has taken action. This rule also establishes de minimis concentrations for mixtures under which notification is no longer required. This threshold is generally set at 1% unless the subject chemical is a known or potential human carcinogen. For these carcinogens a threshold of 0.1% will be established under this regulation. PCB's will now be regulated at or above 50 parts per million (ppm). These changes will be effective January 16, 2007.

Hazard Communication and the GHS

REACH Expected to be Adopted in Early 2007

It replaces the existing Existing Inventory of Chemical Sustances (EINECS) and European List of Notified Chemical Substances (ELINCS).  Industry, which produces or imports chemicals in the EU will be required to re-register those substances.
