Tuesday 14 November 2006 at 12:00 am. US FlagDEA LogoOn October 17, 2006 the U.S. Drug Enforcement Agency (DEA) added sodium permanganate to its List II chemical precursors, as the chemical is directly substitutable for potassium permanganate in the illicit manufacture of cocaine. As of December 18, 2006 handlers of sodium permanganate shall be subject to Controlled Substances Act (CSA) chemical regulatory controls including recordkeeping, reporting, and import/export requirements. This rule establishes thresholds of 55 kilograms for domestic transactions and 500 kilograms for international transactions. Quantities above these thresholds within a given month are considered regulated transactions. Mixtures, containing greater than 15% of this material are regulated unless specifically exempted.
